The ability to precisely identify all necessary work activities for a given item of work is the clearest demonstration of true contract understanding. Within any defined scope, the accuracy of both the cost estimate and the project schedule depends fundamentally on correctly identifying every activity that influences cost and duration. This step must occur before determining the duration of each activity based on work quantities and the crew’s daily production rates.

While listing related activities may appear straightforward, it is far from trivial. Without a solid grasp of the construction materials, methods, and field processes involved, even experienced estimators and planners will struggle to develop a complete and accurate list of activities.
