If you are responsible for field oversight, your job is not to wait for the owner’s inspector to find problems. Your job is to make sure the work already complies with the contract documents. plans, specifications, and approved submittals, before the inspector arrives. Let’s take Mechanically Stabilized Earth (MSE) wall construction as an example. You may have already reviewed the specifications and drawings, and the owner may have assigned an inspector to the work. But remember: the inspector verifies compliance; they do not manage the work. Ensuring that the work is done correctly is ultimately the contractor’s responsibility. The real question is: As an early-career engineer, do you know what to look for in the field before the inspector arrives? This discussion focuses specifically on field inspections and verifications. Sampling and testing requirements are addressed separately. Example: Typical Field Checks for an MSE Wall Before the inspector arrives, a supervisor should verify the following: 1. Submittals and Preparatory Work All required submittals for the MSE wall system have been reviewed and approved. Any required preparatory meeting has been completed. 2. Layout and Staking The wall alignment, location, and elevations have been properly marked and staked according to the drawings or as directed by the Engineer. 3. Backfill Materials The select backfill material delivered to the site meets specification requirements. Backfill is being placed and compacted according to the specifications. 4. Precast Panels and Reinforcement Precast panels are the correct size and type. Reinforcement elements (such as straps or geosynthetic fabric) match the specified size, spacing, and material type. 5. Workforce and Equipment The crew performing the work is properly trained for the task. The equipment being used has adequate capacity for the operation. The Goal of Good Field Oversight: Effective field supervision means catching issues early and correcting them before they become inspection findings. When inspectors arrive, they should be confirming that the work is already being done correctly, not discovering avoidable problems.
